A named USAF official puts Increment 2 operational-trial activity by early April 2014. It does not establish airborne availability on 7–8 March.

Constraining, not confirming. Combined with SNC’s July 2014 ‘earlier this year’ wording, the public window is early 2014. The MH370 night remains inside the unresolved part of that window.
