What is the bridge from the ISR environment to MH370?

Working-report core problem. Need one specific platform, sensor, command link, contract, deployment or test event in both the programme chain and the MH370 window.

Without that object, MAGIC/Orion/Gorgon Stare/Blue Devil remain a capability map. With it, the hypothesis becomes testable.
