Primary Congressional source: Gorgon Stare is the USAF’s only operational persistent day/night WAMI capability and the logical programme to recapitalise Blue Devil technologies, capabilities and lessons learned. Directed evolution into WAMI + near-vertical direction-finding SIGINT, leveraging Blue Devil PED. Report due 14 February 2014 — 22 days before MH370.
Also states Gorgon Stare’s podded/open architecture permitted integration on multiple aircraft types and insertion of multiple collection sensors. PB2016 PE 0305206F later records a $10m FY2014 Congressional add for NVDF/WAMI integration and says FY2014 work demonstrated a fielded NVDF capability with an existing Gorgon Stare WAMI-equipped MQ-9 and SIGINT/Gorgon Stare integration in a software integration laboratory. The FY2014 accomplishment does not put NVDF airborne-integrated on 8 March 2014. The HASC-directed strategy report due 14 February 2014 is an exceptionally high-value missing document.
