FY2013 NDAA Sec. 927 — integrated SIGINT / WAMI plan

Statute required a plan for operationally integrated SIGINT able to detect, track and precisely geolocate high-band devices and immediately cue imagery. Named Army Guardrail / ARGUS A160, USAF Blue Moon QRC and DARPA WAND. Consult NSA and USSOCOM.
DARPA PB2014 PE 0603767E: WAND FY2012 conducted live-fly coincident WAMI and RF detection, improved RF geolocation, transitioned enhanced RF sensor capability to SOCOM, and demonstrated forensic coincident exploitation at Trident Spectre 2012. FY2013 work on the Insight testbed. Material synthesis: WAMI + precision RF geolocation fusion was already demonstrated in 2012, not a late-2013 aspiration. Date correction: FY2014 NDAA (Pub. L. 113-66) enacted 26 Dec 2013, so Section 221 Blue Devil sustainment/replacement report was due ~26 Mar 2014 — 18 days after MH370, not before. Locate the actual Sec. 927 plan and the Sec. 221 report. A public record placing WAND or Insight on Orion, or in the MH370 window, has not been shown.
