Primary pre-MH370 report labels Gorgon Stare 2 fps versus 30 fps FMV. A claimed ~6 fps match to Increment 2 is not established, pending an Increment-2 specification.
Some later MH370-video authentication claims assert that a ~6 fps base frame rate matches Gorgon Stare Increment 2. The September 2013 OSD-commissioned report instead documents Gorgon Stare at 2 fps. A 6 fps match is not authentication without a primary Increment-2 specification proving a changed frame rate. Even then, an internet-video apparent frame rate is a weak matcher unless original-file provenance and the cadence-transformation chain are established.
