L-3 Communications Integrated Systems, Greenville, Texas, paid for BD2 airship integration and test support. Later Q4 FY2012 storage was also at a 645 AESG-managed Greenville facility. Geographic coincidence is not a custody finding.
DoD IG: 645 AESG spent $114,926,285 on BD2 through 30 Nov 2012; ERDC $33,987,000 on WASP. Early chain: 18 May 2010 NGB MIPR $3.987m to ERDC; 11 Aug 2010 ERDC–MAV6 W912HZ-10-C-0085; 15 Oct 2010 REF MIPR $14m; 18 Nov 2010 645 AESG MIPR $16m; 14 Mar 2011 FA8620-11-C-4024 NTE $86.2m with ERDC work transferred as GFE. Residual parts absorbed into other Air Force programmes after Greenville storage. L-3’s 2011 integration contract is not, by itself, 2012 storage custody.
