Official report: cannot be excluded
The Annex 13 team wrote that intervention by a third party cannot be excluded. Remote hijack as implemented technology on commercial 777s was ruled out.
“Third party” in the report is a residual: not proven, not eliminated. It is not a finding of hijack, and it is not a finding of military takeover. Boeing/Cubic patents show that remote-override architectures were conceived after 9/11; patents are not installation records.
