The Annex 13 team wrote that intervention by a third party cannot be excluded. Remote hijack as implemented technology on commercial 777s was ruled out.

Hijackers later on the 9/11 flights attended an al-Qaeda meeting in Kuala Lumpur in January 2000. CIA tracked the meeting. Fourteen years later MH370 left the same city’s airport.
